BUILDING PERMIT APPLICATION GUIDELINES
A. TECHNICAL/PROFESSIONAL REQUIREMENTS
1. Architectural Designs (Required for all building proposals)
a. 5 sets of the architectural designs ( hard
copy on A3 size)
b. The architectural designs shall be
Sealed/signed by a registered architect (by Architects Registration
Council of Nigeria)
2. Structural Designs and Calculations (Required for all storey
buildings)
a. 5 sets of the designs on A3 size paper
b. A copy of the structural calculations A4 size
paper
c. Designs and calculations shall be endorsed by
a registered Civil Engineer (Council of Registered Engineers of Nigeria)
3. Electrical Designs (Required for all building proposals)
a. 5 sets of the design on A3 size paper
b. The Electrical designs shall be sealed/signed
by a registered Electrical Engineer (Council of Registered Engineers of
Nigeria)
4. Mechanical Designs (Required for all building proposals)
a. 5 sets (A3 size papers)
b. The Mechanical designs shall be sealed/signed
by a registered mechanical engineer (Council of Registered Engineers of
Nigeria).
5. Site Analysis Report and Block Plan (Required for all building
proposals)
a. One copy
b. The report shall be sealed/signed by a
registered Town Planner (byTown Planners Registration Council)
6. Environmental Impact Analysis Report (Required for Commercial,
Industrial, Educational, Recreational, Mixed Uses, Institutional, Major
Residential (Housing Estates, Hostel) and Religious Developments.
a. The report shall be sealed/signed by a
registered Town Planner or relevant professionals accredited by the
Board.
B. STATUTORY LAND DOCUMENTS REQUIRED
1. Right of Occupancy and/or Certificate of Occupancy issued by the
Plateau State Ministry of Lands Survey and Town Planning (one copy).

2. Change of ownership issued by Local Government Councils in Greater
Jos Urban Area. ( Jos North, Jos South, Jos East, Bassa, Barkin Ladi and
Riyom LGCs) email, phone numbers
3. Sales agreement signed by both parties
4. Deed of assignment (Only when a titled plot is transferred). It
should be dully stamped and endorsed by the Ministry of Lands, Survey
and Town Planning
5. Deed of part surrender (where only a part of titled plot is
transferred) dully endorsed by the Ministry of Lands, Survey and Town
Planning.
6. Survey Site Plan prepared by a registered Land Surveyor (by Surveyors
Registration Council of Nigeria)
BUILDING PLAN APPROVAL PROCESS
1.
STEP ONE: DAY ONE
a. Filling the Submission form is free.

b. Submission of all professional Designs and
Statutory Land Documents through the office of the Director Town
Planning,

2.
STEP TWO:- DAY TWO Joint Inspection of the site by 4 or
5 officers (Two town planners, one architect/builder, one Civil Engineer
for storey building sites and one Environmental Health Officer)
3.
STEP THREE – DAY THREE
Joint Report Forwarded by Inspection Team to Director Town Planning.
4.
STEP FOUR – DAY FOUR
Report Forwarded to General Manager for Administrative Clearance.
5.
STEP FIVE – DAY FIVE
Payment of fees / charges.

6.
STEP FIVE – DAY SIX
Joint Meeting to Recommend and approve the Building Plans (4 or 5
Professional Officers – Director Town Planning Deputy Director Town
Planning Director Estate / Building, Director Environmental Health and
or Director Engineering Services (for storey Buildings)
7.
STEP SEVEN – DAY SEVEN
Dispatch of the approval or conveyance of observations for
corrections.

NOTE
1. To obtain Approval Within Seven Days all the required Professional
and Land Title Documents that meet the Standards / Guidelines must be
available for submission from Day One
2. The relevant processing fees and charges must be paid on day five.
3. Failure to meet up with the above items 1 & 2 may delay approval
thereby exceeding the seven days approval time frame.
4. Only processing fees / charges are accepted and paid to the Board
through the link ( Plateau State Internal Revenue Service payment
portals)
5. Penalty (Condonation Charges) is required to be paid where plot
owners commenced development without prior approval of Board.
